About the MOCSIE Framework

MOCSIE Systems (Multimedia Online Community for Social Issues Education) is a governance architecture developed through public administration research at Florida Atlantic University between 2011 and 2016. The framework was published across IGI Global, Administrative Theory & Praxis, and international conference proceedings before the underlying technology — large language models, reinforcement learning from human feedback, and crowd-sourced content moderation — existed in its current form.

The curriculum traces what happens when a governance framework arrives before the technology it governs, and the technology arrives without the governance framework it needs.
